2025 Q1‑Q3 China Software Industry: Growth, Export, and Regional Trends

Overall Operation

In the first three quarters of 2025, China’s software and information technology services industry showed solid performance, with software business revenue reaching 111,126 billion yuan (+13.0% YoY), total profit 14,352 billion yuan (+8.7% YoY), and export value 459.4 billion USD (+6.6% YoY).

Sector‑by‑Sector Performance

Software product revenue grew 10.9% to 23,854 billion yuan, accounting for 21.5% of total industry revenue. Basic software contributed 1,383 billion yuan (+11.2% YoY) and industrial software 2,359 billion yuan (+9.8% YoY).

Information technology service revenue continued double‑digit growth, reaching 76,433 billion yuan (+14.3% YoY) and representing 68.8% of total industry revenue. Within this segment, cloud computing and big‑data services generated 11,587 billion yuan (+13.7% YoY, 15.2% of IT services), integrated‑circuit design 3,234 billion yuan (+16.9% YoY), and e‑commerce platform technology services 10,167 billion yuan (+11.1% YoY).

Information security and embedded‑system software also posted steady gains. Security products and services earned 1,627 billion yuan (+6.9% YoY), while embedded‑system software revenue reached 9,212 billion yuan (+8.7% YoY).

Regional Distribution

Revenue growth by region was 13.3% in the East, 13.0% in Central, 10.7% in the West, and 9.5% in the Northeast. The Eastern region contributed 83.8% of national software revenue. The Beijing‑Tianjin‑Hebei area grew 14.6% and the Yangtze River Delta 15.0%.

Top‑ranking provinces/cities were Beijing, Guangdong, Jiangsu, Shandong and Shanghai, with year‑over‑year increases of 14.9%, 9.2%, 14.3%, 13.4% and 20.2% respectively.
