On 2026‑04‑03 Anthropic announced that, effective 2026‑04‑05, Claude subscription quotas no longer apply to third‑party tools such as OpenClaw.
What Changed
Previously a single quota covered all usage (Claude web UI, Claude Code, OpenClaw, etc.). The quota is now split: Claude web, Claude Code, and Claude Cowork continue to consume the subscription quota; OpenClaw and other third‑party tools require separate “extra usage” purchases.
Reason
Anthropic cites “unexpected pressure” from agent tools that generate hundreds of requests in short bursts, exceeding the consumption rate assumed by the fixed‑price “buffet” subscription model. Boris Cherny stated the subscription was never designed for third‑party usage and that compute resources must be prioritized for Anthropic’s own products.
Timeline
2026‑01‑09: OpenClaw users received error “This credential is only authorized for Claude Code, not other API requests.” No prior notice.
February 2026: Anthropic added the rule to its documentation.
2026‑04‑03: Formal email with compensation plan.
Technical Enforcement
The restriction is enforced by inspecting the OAuth client_id and the User‑Agent header. Requests originating from OpenClaw are routed to a separate billing channel; IP‑based workarounds are ineffective.
Community workaround claude-max-api-proxy forwards requests through the Claude Code CLI, borrowing the official client identity so the request still counts against the subscription quota. This approach is unofficial and can be disabled at any time.
