The model stresses systematic and actionable governance, coordinating strategy, management, and technology to establish baseline settings, mental‑operation mechanisms, security metrics, and traceability, while linking security tightly with business and technical processes to achieve synergistic effects.
Four core characteristics are highlighted: Strategic Positioning —building top‑level design and responsibility mechanisms; Combat‑Driven Implementation —creating a closed‑loop of pre‑, during‑, and post‑event governance through red‑blue exercises and precise measurement; Full‑Staff Participation —engaging all employees via lively mental‑operation activities; and Technological Breakthrough —leveraging systems, algorithms, data, and product innovations to overcome challenges that cannot be solved manually.
