How China Merchants Securities Achieved Top DevOps Maturity: A Deep Dive

Large enterprises have proven that standardization and tool empowerment are key to success. The DevOps standards and pipeline platforms can significantly improve quality and efficiency, enhancing market competitiveness.

On October 26, 2023, the 21st GOPS Global Operations Conference was held in Shanghai, where the China Academy of Information and Communications Technology (CAICT) announced the latest DevOps capability maturity assessment results.

China Merchants Securities Co., Ltd. passed four assessments of the CAICT “R&D‑Operations Integration (DevOps) Capability Maturity Model”, including Agile Development Management Level 3 and Continuous Delivery Level 3 for three projects.

In total, the company has passed nine CAICT DevOps standard assessments, covering continuous delivery, system and tool, technical operation, and agile management standards.

Interview Highlights

Mr. Deng Shuguang, General Manager of the FinTech Center, explained that the agile development management assessment confirmed the company’s capabilities across value delivery, agile process, and organizational mode, and that the APP core trading system became the first pure‑frontend evaluation case.

He described the company’s digital transformation strategy, emphasizing the “14th‑5th” plan, the “3‑1” unified digital management system, and the “four‑point” actions to refine processes, promote digital platforms, and build professional talent.

Key outcomes of the agile and continuous delivery assessments include faster value flow, earlier quality assurance, higher release frequency, reduced defects, and improved automation testing.

Challenges faced during the assessments were high standards for agile management, building a layered automated testing framework for a large front‑end codebase, and limited manpower, which were overcome through systematic practice and team dedication.

Future plans involve refining the internal DevOps maturity model, extending best practices across departments, and further advancing the company’s digital transformation.

DevOps Capability Maturity Model

The CAICT DevOps Capability Maturity Model, jointly developed by the academy, industry alliances, and leading internet and financial enterprises, is the first comprehensive DevOps standard in China and has been adopted by many major firms.

The model covers agile development management, continuous delivery, technical operation, DevSecOps, system and tool, business value management, collaborative development, continuous testing, performance measurement, platform engineering, and SRE.
