How China’s Agricultural Bank Achieved Top DevOps Maturity: A Detailed Assessment Overview

Digital Transformation and DevOps Adoption in China

Amid a nationwide wave of digital, networked, and intelligent transformation, Chinese enterprises are increasingly adopting DevOps to boost IT efficiency, with the China Academy of Information and Communications Technology (CAICT) leading the development of a DevOps Capability Maturity Model.

Significance of the CAICT DevOps Maturity Model

The model, created jointly with leading internet, finance, and telecom companies, provides the most comprehensive and authoritative standards for integrated research‑development and operations (DevOps) in China, and has been endorsed by the Ministry of Industry and Information Technology.

Participation of State‑Owned Banks

Six major state‑owned commercial banks have taken part in the assessment. The Agricultural Bank of China (ABC) leads with 21 evaluated items, including 12 continuous delivery, 4 DevSecOps, 2 technical operations, 2 agile development management, and 1 application design assessments.

2020 Assessments

In June 2020, ABC passed five projects—credit middle‑platform, personal online banking, distributed application interconnection platform (AIR), VAT input tax management, and financial mini‑store—through the Level 3 continuous delivery evaluation. In November 2020, the mobile banking deposit‑loan module also achieved Level 3 continuous delivery.

2022 Assessments

On 26 December 2022, ABC completed 11 evaluations across nine systems, becoming the first state‑owned bank to pass the application design assessment. Projects included data‑center portal, user behavior analytics, distributed core customer information migration to the cloud, and online payment platforms.

2023 Assessments

On 26 October 2023, ABC secured four evaluations: agile development management Level 3 for data‑center portal and user behavior analytics projects, and technical operations Level 2 for the distributed core open‑system control (OSC) and third‑party quick‑payment modules.

Impact and Improvements

Through DevOps implementation, ABC reduced incident analysis time from 2 person‑days to 0.5 person‑days, cut emergency decision data retrieval from 10 minutes to 1 minute, and lowered high‑risk security vulnerability detection by 42.7%. The bank achieved higher release frequency, reliable repeatable delivery, and enhanced overall product quality.

Core Components of the DevOps Model

The model covers process domains (agile development management, continuous delivery, technical operations), application design, security and risk management (DevSecOps), system and tool assessment, business value management, collaborative development, continuous testing, performance measurement, platform engineering, and Site Reliability Engineering (SRE).
