How China’s Bank Achieved Leading DevOps Performance with a Unified Metrics Platform
In a recent interview, China’s Bank of Communications shares how its Software Center Measurement Platform, built on ITU DevOps international standards and domestic DevOps criteria, delivers data‑driven, lifecycle‑wide performance metrics—covering continuous delivery, agile development, cost management and more—enabling real‑time monitoring, issue detection, and continuous improvement across teams.
On May 29, 2024, China’s central internet authority, market regulator, and industry ministry released the Information Standard Construction Action Plan (2024‑2027) , emphasizing internationalization of IT standards through participation in ISO, IEC, ITU and other bodies, and promoting alignment between national and international standards.
The China Academy of Information and Communications Technology (CAICT) launched a synchronized assessment based on ITU DevOps international standards and domestic DevOps standards, enabling mutual recognition of standards and upgrading evaluation scope, certificates, and reports.
At the 5th IT New Governance Leadership Forum on December 17, 2024, CAICT announced the dual‑certificate results for ITU DevOps international standards and domestic DevOps standards, as well as AIOps and FinOps assessments.
Bank of Communications participated with its Software Center Measurement Platform , successfully passing the ITU DevOps international standard assessment and the domestic DevOps capability maturity model (Level 2, industry‑promotion grade). The bank has completed 22 CAICT DevOps assessments across various categories.
In an interview, Li Rui, Deputy General Manager of the Bank’s Software Development Center, explained that the platform follows a "data‑driven, full‑lifecycle, continuous‑improvement" philosophy. It measures and visualizes key indicators for requirements, development, testing, and delivery, supporting organization‑level, department‑level, and team‑level decision‑making.
The platform is built on a micro‑service architecture with containerized deployment, offering extensive customization for different teams and projects. It integrates with the bank’s data middle‑platform for data collection, preprocessing, and tagging, enabling real‑time computation and multi‑modal data governance.
Key performance indicators highlighted include build success rate, test coverage, code defect rate, deployment frequency, mean deployment time, and release failure rate. Real‑time alerts trigger notifications via email or instant messaging when thresholds are exceeded, allowing rapid issue resolution and shifting from reactive to proactive management.
Through the assessment, the bank reports heightened awareness of data‑driven R&D efficiency, improved cross‑department collaboration, and a culture of continuous improvement, laying a solid foundation for future innovation.
