How China’s Leading Enterprises Are Shaping the New DevOps Efficiency Measurement Standard

Digital technology is booming, and software development is a key driver of enterprise digital transformation, making the improvement of development efficiency crucial. An efficient and precise software development efficiency measurement system helps enterprises accurately assess DevOps effectiveness, provide analysis and decision support, and meet performance evaluation goals, enabling faster, better, cheaper delivery of business value.

According to the China Academy of Information and Communications Technology (CAICT) 2021 DevOps Status Survey Report, 60% of surveyed enterprises have established measurement systems and continue to optimize them, a 10% increase from 2020, indicating that many companies are building efficiency measurement frameworks to respond flexibly to market changes.

In this context, CAICT, together with over 30 companies including Baidu, Alibaba Cloud, Tencent, major banks, and technology firms, jointly formulated the DevOps Integrated Operations Efficiency Measurement Model Standard, which is currently the most complete, authoritative, and industry‑guiding software development efficiency evaluation standard.

01 Head‑quarter Enterprises Participate: First Batch of DevOps Efficiency Model Platform and Tool Evaluation Results Announced

The DevOps efficiency model platform and tools began pilot evaluations in November 2021 and the results were announced on December 24 at the “2021 GOLF+ IT New Governance Leadership Forum” hosted by CAICT.

02 DevOps Integrated Operations Efficiency Measurement Model

The model consists of a maturity assessment framework and a system platform & tool evaluation, both of which can be assessed independently.

The maturity model covers 20 modules with over 100 items, defining five capability levels: Initial (Level 1), Basic (Level 2), Comprehensive (Level 3), Excellent (Level 4), and Outstanding (Level 5).

The system platform and tool assessment covers data management, metric analysis, and metric visualization across agile development, continuous delivery, technical operation, cost management, and organizational management scenarios. It includes 17 modules with over 160 items, classified into three levels: Innovation Breakthrough (Level 1), Industry Promotion (Level 2), and Excellence Leadership (Level 3).
