How China Telecom’s DICT Leverages DevOps for Agile Cloud‑Native Development
At the 2019 Operations Conference in Beijing, China Telecom’s R&D leader detailed the company’s transformation journey, the DICT capability center’s strategy, the Biying cloud platform, and the implementation of an integrated DevOps platform that streamlines end‑to‑end software delivery using containers, CI and security automation.
On December 26, 2019, the 2019 Operations Conference organized by the Cloud Computing Standards and Open Source Promotion Committee (TC608) and guided by the China Academy of Information and Communications Technology and the China Standardization Association was successfully held at the Guobin Hall of the Guobin Hotel in Beijing.
Du Zhongtian, General Manager of the R&D Management Department of the Digital Application Capability Center at China Telecom, delivered a keynote titled “DevOps in China Telecom DICT System: Exploration and Practice,” offering a detailed overview of recent DevOps initiatives within the DICT framework.
His presentation covered four main topics:
China Telecom’s transformation path.
The development vision of the DICT Application Capability Center.
The construction of the Biying R&D cloud platform to enhance software development capabilities.
The application of an integrated DevOps platform within China Telecom.
Regarding the evolution of the DevOps integrated platform, Du explained that the core goal is to build a one‑stop, agile R&D delivery platform. By leveraging container technology, continuous integration, and network information security, the platform automates and secures the entire lifecycle—from requirements, development, testing, integration, deployment, to operations.
This enables rapid, frequent version iterations, tighter process control, shorter product delivery cycles, and ultimately strengthens the DICT application development capabilities of China Telecom.
