How Chinese Banks Accelerate Digital Transformation with DevOps: 2023‑2024 Maturity Report

Background

Amid digital transformation, enterprises adopt DevOps to boost IT efficiency. The "China DevOps Status Survey (2023)" shows continued DevOps adoption in 2023, with enhanced agile and continuous delivery capabilities and higher maturity levels; 60% of enterprises have reached full‑maturity.

DevOps Maturity Model

The China Academy of Information and Communications Technology (CAICT) leads the "R&D Operations Integration (DevOps) Capability Maturity Model" series, which became an international standard (ITU‑T Y.3525) in July 2020. Since its first assessment in 2018, the model has covered 20+ industries, with over 100 enterprises evaluated by early 2024.

Banking Sector Participation

In the North China banking region, the following enterprises participated in the DevOps capability maturity model assessment:

Agile Development Management (Standard 2) – Evaluation Results

China Agricultural Bank : First state‑owned bank to pass two items of the standard.

Data‑mid‑platform portal project builds a unified entry for the bank’s next‑generation big‑data system, supporting massive data processing, integrated services, and intelligent applications such as marketing, risk control, and decision‑making.

User Behaviour Data Collection and Analysis Platform ("Yinghuo") supports multi‑channel data capture (Android, iOS, H5, mini‑programs, web) and real‑time, rich, intelligent analytics, handling billions of daily events.

Through continuous improvement, demand delivery cycles were cut by more than half, defect‑fix time fell below one day, and user satisfaction exceeded 99%.

Continuous Delivery (Standard 3) – Evaluation Results

Industrial and Commercial Bank of China (ICBC) : "ICBC e‑Life" platform serves millions of users; strong organizational push and dedicated delivery platform reduced learning costs and improved tool stability. The "Intelligent Investment Advisory" (AI‑Invest) platform leverages big data and AI for product purchase, redemption, and rebalancing.

China Agricultural Bank : Twelve projects passed continuous delivery assessment across two batches, demonstrating rapid iteration, high availability, and effective risk mitigation.

China CITIC Bank : Four projects—including a new personal mobile banking app—achieved high automation, with pipeline builds increasing from 100 to 600 daily releases after container adoption.

Security and Risk Management (Standard 6) – Evaluation Results

Industrial and Commercial Bank of China : Mobile banking project adopted DevSecOps standards, covering organization, personnel, tools, third‑party components, data, and infrastructure, embedding security throughout the development lifecycle.

China Agricultural Bank : Five projects (e.g., Unified Encryption Platform, Mobile Office Notes, Micro‑Bank Credit Card WeChat Service) passed DevSecOps Level‑2 assessment, achieving integrated security controls, reduced vulnerability rates, and a 42.7% drop in high‑risk logic bugs.

System and Tool (Standard 8) – Evaluation Results

China Agricultural Bank : Developed a Java‑based microservice platform supporting 300+ systems, achieving 90%+ build success, 16‑minute average build time, and 1.7‑hour fix time.

China Postal Savings Bank : Star‑platform (multiple constellations) achieved industry‑leading automated testing and performance testing capabilities, supporting over 150 systems and tens of thousands of test scripts.

BizDevOps (Standard 9) – Evaluation Results

China CITIC Bank : Integrated Development‑Operations platform (IPDO) passed BizDevOps assessment.

Continuous Testing (Standard 11) – Evaluation Results

China Agricultural Bank : Two projects (Intelligent Bad‑Asset Disposal Platform and Online‑Offline Tag Service) passed Continuous Testing Level‑3, improving test automation, reducing technical debt by 99%, and shortening overall delivery time.

China Postal Savings Bank : Enterprise Mobile Banking and Project Funding Supervision systems passed Continuous Testing Level‑3, achieving high automation coverage and faster release cycles.

Overall Impact

The assessments demonstrate that Chinese banks have significantly improved development efficiency, delivery speed, quality, and security by adopting DevOps standards. Metrics such as build success rates (>90%), deployment success (>90%), automated test coverage (>65%), and pipeline repair times (<30 minutes) illustrate tangible benefits.
