Digital Transformation and DevOps Adoption

Amid the wave of digital transformation, enterprises are adopting DevOps to improve IT efficiency. The 2023 China DevOps Survey shows that DevOps transformation continues in China, with enhanced agile and continuous delivery capabilities and higher maturity levels.

Since the CAICT‑led DevOps Capability Maturity Model was officially evaluated in 2018, 102 enterprises have completed 351 assessments across more than 20 industries by early 2024.

Bank Participation Overview

Sixteen city‑level banks and other financial institutions have taken part, completing 29 assessments. Notable participants include Ningbo Bank, Zhongyuan Bank, Nanjing Bank, Jinzhou Bank, Zhengzhou Bank, Zhejiang Rural Commercial Union Bank, Newnet Bank, and Zhongyuan Consumer Finance.

Continuous Delivery (Standard 3) Compliance

Zhejiang Rural Commercial Union Bank – First Rural Bank to Join Continuous Delivery Assessment

The bank’s Fengshou Mobile Banking platform integrates mobile internet, big data, AI, cloud computing, and 5G, offering 24/7 online financial and life services. It uses the Eagle Mobile Development Platform and containerized deployment.

The Merchant Financial Cloud provides unified merchant management, integrating financial, rights, and marketing services, built on Spring Cloud micro‑services and binary deployment.

Jinzhou Bank – Mobile Banking Investment Service Micro‑service Refactoring

The project modernizes the mobile banking app with micro‑services, enabling weekly releases, reducing delivery cycles from two months to two weeks, and achieving 100% deployment success over three months.

Zhengzhou Bank – Core Business System & New Retail Credit System

Through DevOps, the bank established a full‑life‑cycle continuous delivery platform, improving configuration management, automated deployment, and testing, thereby enhancing overall efficiency.

Zhongyuan Consumer Finance – New Generation Consumer Credit System

The system increased delivery throughput to six items per day, reduced critical bug fix time to under one hour, achieved 100% unit test coverage, and raised monthly production releases to 18 times.

Technical Operations (Standard 4) Compliance

Hunan Sanxiang Bank’s Industrial Bank Platform optimized 62 processes, achieved 100% CMDB data completeness, and improved capacity and cost management through observability and resource planning.

Security and Risk Management (Standard 6) Compliance

Zhongyuan Bank’s personal mobile banking project implements DevSecOps , embedding security controls throughout the agile delivery pipeline and establishing a comprehensive software development lifecycle security management system.

System and Tools (Standard 8) Compliance

Zhongyuan Bank’s Integrated Development‑Operations Platform evolved from the existing DevOps pipeline, offering flexibility, standardization, stability, and scalability via a distributed micro‑service architecture deployed on a private container cloud.

Performance Measurement Compliance

The R&D Efficiency Insight Platform aggregates data across the entire development lifecycle, providing multi‑dimensional metrics for organizations, projects, and individuals, enabling data‑driven improvement loops.

DevOps Maturity Model Overview

The CAICT‑led DevOps Capability Maturity Model, endorsed by the Ministry of Industry and Information Technology and adopted by many leading enterprises, became an international standard (ITU‑T Y.3525) in July 2020. It covers processes such as agile management, continuous delivery, technical operations, security, system and tools, business value management, and performance measurement.
