How Chinese Banks Accelerate Digital Transformation with DevOps Maturity Models

In the context of large‑scale digital transformation, enterprises are adopting DevOps to boost IT efficiency. The "Research‑Operation Integrated (DevOps) Capability Maturity Model" series, led by the China Academy of Information and Communications Technology (CAICT), provides high‑value guidance for industry adoption.

Participating City‑Commercial and Other Financial Institutions

Nine banks and financial institutions have taken part in the DevOps capability maturity assessment:

Zhongyuan Bank

Zhengzhou Bank

Yi Wallet

Ningbo Bank

Baixin Bank

Zhongbang Bank

Zhongyuan Consumer Finance

Xinnet Bank

Nanjing Bank

These institutions completed 20 assessments covering continuous delivery (standard 3), technical operation (standard 4), security & risk management (standard 6), and system & tools (standard 8).

Zhengzhou Bank – New Core Business System & New Retail Credit System

By embedding DevOps principles, Zhengzhou Bank achieved standardized configuration and environment management, automated deployment, layered testing strategies, and metric‑driven continuous improvement, resulting in a full‑lifecycle continuous delivery platform that enhanced overall efficiency.

Zhongyuan Bank – Cloud Payment Platform & Enterprise Mobile Banking

Since 2018, Zhongyuan Bank has pursued a digital transformation strategy, building cloud‑native infrastructure, micro‑services, container cloud, and Service Mesh. The cloud payment platform and enterprise mobile banking, built on this cloud‑native stack, use micro‑service architecture and container deployment to support continuous delivery and rapid scaling.

Zhongbang Bank – Internet Financial Service Platform

Zhongbang Bank leverages big data, cloud computing, and AI to deliver fully online, automated, and intelligent financial services. Its "POWER" IT architecture spans five layers, enabling an open banking model that reduces costs and improves service efficiency for micro‑enterprises.

Zhongyuan Consumer Finance – Next‑Generation Consumer Credit System

Implemented in October 2020, the new credit system raised delivery throughput to six items per day, reduced critical bug fix time to under one hour, achieved 100% unit‑test and automated‑test coverage, and increased monthly production releases to 18, markedly improving quality and efficiency.

Ningbo Bank – Scenario Payment System & Financial Service System Financing Center

The scenario payment system upgrades the payment middle‑platform, adds routing, settlement, and management modules, and separates UnionPay functions to a dedicated POS system, improving batch transfer speed and credit‑card settlement efficiency.

The financing center project refines user permissions, introduces internal credit modules, and adds real‑time financing data monitoring, reducing management costs and enhancing user experience.

Xinnet Bank – Distributed Consumer Credit Core System

The project adopts a distributed architecture with domain‑driven design, delivering a micro‑service‑based credit core that supports rapid product differentiation and online loan processing.

Nanjing Bank – Digital Credit Card Project

Following a "cloud‑first, online‑first, intelligent" strategy, the digital credit card offers a fully online experience via mini‑programs and public accounts, creating a closed loop of acquisition, activation, benefits, and repurchase.

DevOps Capability Maturity Model Overview

The model, jointly developed by CAICT, leading cloud and open‑source communities, and major internet companies, is the first comprehensive DevOps standard in China and has been adopted internationally, including recognition by the ITU‑T in 2020.

It covers process (agile management, continuous delivery, technical operation), application design, security & risk management, system & tools, business value management, continuous testing, performance measurement, platform engineering, and reliability engineering.
