How Chinese Banks Are Accelerating DevOps Maturity: Key Stats and Insights

Amid a broad push for digital transformation, Chinese enterprises are adopting DevOps to boost IT efficiency. The 2023 China DevOps Status Survey shows continued transformation, with enhanced agile and continuous delivery capabilities and 60% of firms reaching full DevOps maturity.

The China Academy of Information and Communications Technology (CAICT) leads the "R&D Operations Integration (DevOps) Capability Maturity Model" series standards, which produced the DevOps International Standard (ITU‑T Y.3525) finalized in July 2020. By early 2024 the model covered over 20 industries, involving 102 companies and 351 assessments.

Participating firms reported significant improvements: deployment frequency of 4‑5 times per month, delivery cycle reduced by 30%, test coverage reaching 100%, incident count dropping 77%, and mean time to resolve shortened by 54%.

In the banking sector, 25 banks have completed 159 assessments. The Agricultural Bank of China completed 7 standards, leading in total projects and excelling in agile development, application design, security and risk management, and continuous testing. Postal Savings Bank of China and Zhongyuan Bank each completed 4 standards. Several banks—including Industrial and Commercial Bank of China, Bank of China, and others—completed 3 standards each. China Merchants Bank leads in continuous delivery and BizDevOps standards, while Postal Savings Bank leads in system and tool standards and continuous testing.

Latest assessment counts for state‑owned banks, joint‑stock banks, city commercial banks, and other financial institutions are illustrated in the following figures:

The DevOps capability maturity model series standards were jointly developed by CAICT, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, BATJ, and major financial, telecom, and internet companies, and have been adopted by many leading enterprises after being released by the Ministry of Industry and Information Technology.

The overall DevOps architecture includes processes (agile development management, continuous delivery, technical operation), application design, security and risk management, system and tool standards, business value management, collaborative development and operation, continuous testing, performance measurement, platform engineering, and reliability and continuity engineering.
