How Chinese Exchanges Achieve DevOps Maturity: Insights from the 2023 CAICT Survey

Amid the broader digital transformation, Chinese enterprises are adopting DevOps to boost IT efficiency. The 2023 China DevOps Survey shows continued transformation, with enhanced agile and continuous delivery capabilities and a rise in overall maturity; about 60% of enterprises have reached comprehensive DevOps maturity.

The China Academy of Information and Communications Technology (CAICT) leads the "R&D Operations Integration (DevOps) Capability Maturity Model" series standards, which became an international standard (ITU‑T Y.3525) in July 2020. Since its launch in 2018, the model has evaluated 102 enterprises across more than 20 industries, completing 351 assessments by early 2024.

Exchanges that have passed the DevOps maturity assessments

Three exchanges—Shanghai Stock Exchange (including its information network and technology company), Zhengzhou Commodity Exchange technology company, and China Financial Futures Exchange technology company—have collectively completed five assessments.

Shanghai Stock Exchange: New Options Trading System

The Shanghai Stock Exchange Technology Co., Ltd. participated for the first time and successfully passed the level‑3 continuous delivery assessment for its "New Options Trading System" project. This demonstrates the exchange’s role in ensuring stable, secure market operations while driving comprehensive digital governance and efficiency improvements.

Zhengzhou Commodity Exchange: Two Projects

The Zhengzhou Commodity Exchange technology company achieved level‑3 continuous delivery for two projects: the Over‑the‑Counter Comprehensive Business Platform and the Member Service Platform. By establishing an integrated delivery toolchain, the company reduced demand‑to‑delivery cycles from 30 days to about 7 days, increased unit test coverage to over 50%, achieved 100% interface test coverage, and shortened average build times to roughly five minutes.

China Financial Futures Exchange: Business Collaboration Platform

The China Financial Futures Exchange Technology Co., Ltd. built a Business Collaboration Platform, one of three digital transformation platforms for the exchange. The platform consolidates approval and change‑management functions, fully digitizing business processes, improving efficiency and decision‑making, and enabling agile delivery with decoupled core systems.

DevOps Capability Maturity Model Overview

The "R&D Operations Integration (DevOps) Capability Maturity Model" series standards, jointly developed by CAICT, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, and leading internet companies, have strong authority and industry guidance. The standards have been published by the Ministry of Industry and Information Technology and adopted by many leading enterprises in finance, telecommunications, and internet sectors.

The model, finalized as ITU‑T Y.3525, covers processes (agile development management, continuous delivery, technical operations), application design, security and risk management, system and tools, business value management, collaborative development and operations, continuous testing, performance measurement, platform engineering, and system reliability and continuity engineering.
