How “City Brain” Turns Urban Data into a New Technological Frontier

During the 2018 New Year’s special on Zhejiang TV, Wang Jian, chairman of Alibaba’s Technical Committee, presented the significance of the “City Brain” for future urban development.

He emphasized that cities are humanity’s greatest invention, yet we often overlook them, focusing instead on personal devices. Historically, innovations like sewers, subways, and power grids reshaped cities; today, data is the new resource.

In 2016, Hangzhou launched the first “City Brain,” a platform that collects real‑time traffic data from every vehicle. By sharing this data, travel time on congested routes can be reduced by up to 15%, and emergency vehicles can reach incidents 50% faster.

The “City Brain” aims to make data a fundamental urban infrastructure, similar to roads or electricity, enabling cities to plan and manage data resources, waste processing, and computing capacity.

Wang likened this initiative to the 1960s moon landing, suggesting that future technologies—from mobile communications to biotechnology—will stem from city‑scale data platforms.

He argued that data can replace many physical processes, allowing citizens to “run” administrative tasks virtually, achieving the “one‑stop” goal of completing procedures in a single visit.

Ultimately, the vision is to embed a computational layer into every city, reducing the need for land, water, and power while enhancing quality of life, making the “City Brain” a gift from Hangzhou to the world.
