How Leading Chinese Insurers Accelerate Digital Transformation with DevOps Maturity

Insurance Companies Assessed

Six insurance groups – Pacific Insurance, China People's Insurance, China Life Insurance (Overseas), Taikang Insurance, China Life Property & Casualty, and China Life – participated in the DevOps capability maturity model evaluation, completing a total of nine projects.

Continuous Delivery (Standard Level 3) Certification

The evaluated projects all met the Level 3 continuous delivery criteria of the CAICT DevOps standard, demonstrating advanced agile and automated delivery capabilities.

China Pacific Insurance: Four Projects Passed

Four distinct projects – an e‑commerce platform, a unified life‑insurance underwriting system, an online health‑insurance enrollment system, and a pension fund document sorting system – successfully passed the Level 3 assessment, showcasing improvements in process organization, team collaboration, tool integration, development metrics, and demand delivery.

China Life (Overseas): OnePartner Platform

The OnePartner platform is an integrated, multi‑channel insurance marketing service built on open‑source technologies. Since its 2019 launch, it has automated commission calculations, streamlined electronic underwriting, and enhanced customer experience. Applying DevOps standards and process improvements markedly increased development efficiency.

People's Insurance Company of China: Distributed Core System

The project adopts a three‑tier architecture (front, middle, back) with micro‑services and meta‑services, enabling modular system construction. It leverages a proprietary distributed micro‑service framework, advanced database technologies, and container‑based cloud infrastructure to achieve high concurrency, elastic scaling, multi‑active data centers, and 2000‑km cross‑region traffic redirection for business continuity.

Taikang Insurance: Taikang Pension Internet Business Platform

This platform evolved from a legacy system that suffered from poor scalability and maintainability. The modernization effort involved incremental code stripping and replacement, aligning new development with business demands while maintaining compatibility with existing code, ultimately delivering a stable, extensible online pension service.

China Life Property & Casualty: Agricultural Insurance Claims System

The system supports end‑to‑end claim processing for four agricultural insurance types, offering rich functionality, advanced technology, and user‑friendly interfaces. After achieving Level 3 continuous delivery, the project recorded 100% unit‑test pass rate, 100% API test coverage, a 5‑day average delivery cycle, build times under 15 minutes, and over 90% automated build success.

DevOps Capability Maturity Model Overview

The DevOps Capability Maturity Model, led by the China Academy of Information and Communications Technology (CAICT) with contributions from major internet, finance, and telecom enterprises, defines standards for agile development management, continuous delivery, technical operations, security, system reliability, and platform engineering. The model was adopted by the Ministry of Industry and Information Technology and recognized as an international standard (ITU‑T Y.3525) in July 2020.
