Introduction

Digital technology is booming, and software R&D is a key driver of enterprise digital transformation, making the improvement of development efficiency crucial. A precise DevOps efficiency measurement system helps companies assess performance, support decision‑making, and achieve faster, higher‑quality delivery of business value.

The CAICT 2022 "China DevOps Status Survey" reported that more than 80% of enterprises have begun efficiency measurement, investing in dedicated teams and specialized platforms.

Industry Collaboration and Standard

Led by CAICT, a coalition of over 30 enterprises—including Baidu, Alibaba Cloud, Tencent, ByteDance, major banks, Lenovo, Huawei, and others—has established the DevOps Integrated Operations Efficiency Measurement Model Standard , regarded as the most complete and authoritative industry guideline.

Model Structure

The standard consists of two complementary parts:

System Platform and Tool Assessment

Both parts can be evaluated independently.

Maturity Model

Targeted at enterprises, the maturity model covers 20 modules and over 100 items , defining five capability levels: Initial (Level 1), Basic (Level 2), Comprehensive (Level 3), Excellent (Level 4), and Outstanding (Level 5).

System Platform and Tool Assessment

This part evaluates platforms and tools across data management, metric analysis, and visualization, covering agile development, continuous delivery, technical operations, cost management, and organizational management. It includes 17 modules and over 160 items , classified into three levels: Innovative Breakthrough (Level 1), Industry Promotion (Level 2), and Excellence Leadership (Level 3).

Evaluation History and Upcoming Call

Since November 2021, CAICT has conducted assessments, with companies such as Baidu, Alibaba Cloud, Ping An Bank, ZTE, GitLab, and others passing. Currently, CITIC Bank, ByteDance, and Tencent Coding have registered for the 2023 evaluation.
