Organizational DevOps relies on platform support. According to CAICT’s "China DevOps Status Survey 2024", over 70% of enterprises have DevOps tools, and half have completed secondary development, actively building enterprise‑level DevOps toolchains.

Regulatory documents also stress platform construction. The China Banking and Insurance Regulatory Commission’s guidance calls for agile R&D and operations transformation, rapid‑response agile development‑operations systems, and a one‑stop enterprise‑level collaborative platform.

The China Securities Regulatory Commission’s three‑year plan (2024‑2026) highlights integrated R&D‑operations, open‑source management, and architecture management as priorities, and the Securities Association’s digital capability maturity guide (2023‑2025) requires unified source‑code management and standardized R&D‑operations platforms, embedding security controls throughout the software lifecycle.

In October 2024, the Securities Association listed "R&D‑operations integration" as one of 25 digital capabilities, with five maturity levels. Level 4 (Excellent) includes comprehensive configuration and change management, self‑service CI, flexible deployment, a unified testing platform, and a data‑metric platform. Level 5 (Outstanding) adds continuous cultural improvement, capacity forecasting, intelligent testing, and AI‑driven metric optimization.

Many surveyed enterprises have built internal platforms (e.g., Agricultural Bank TianGong, Postal Savings Bank XingChen, etc.), but face challenges such as inconsistent management objects, data silos, workflow gaps, demand for tool autonomy, security, and software compatibility, a growing proportion of self‑developed products, and rising interest in platform engineering.

To guide enterprises, CAICT offers an "Organizational‑level DevOps Platform Assessment" based on YDT 3763.8‑2021, covering project & development management, continuous delivery, testing, automation, technical operations, and DevSecOps.

Assessment Scope

Select four tool modules (at least two domains) for evaluation.

Available domains:

Project & Development Management: project, work‑item, and plan management.

Continuous Delivery: version control, build & CI, pipeline (mandatory), artifact, deployment, and release management.

Continuous Testing: test case, plan, API/service, UI, performance, data, and mobile automation testing.

Technical Operations: configuration, application performance monitoring, basic monitoring, log monitoring, and automated job platform.

DevSecOps: static, open‑source, dynamic, interactive application security testing, container static security, and infrastructure security testing.

Assessment method: simulate demonstrations to prove platform compliance, merge selected modules into an evaluation scope, and score to determine the level.

Maturity Levels

Five levels: 1‑Initial, 2‑Basic, 3‑Comprehensive, 4‑Excellent, 5‑Outstanding.

Certificates are issued to qualified enterprises; to date, 35 companies have passed the system and tool standards assessment.
