The "R&D‑Operations Integration (DevOps) Capability Maturity Model" series, led by the China Academy of Information and Communications Technology (CAICT), provides high‑value guidance for improving IT capabilities, integrating team resources, and supporting business systems.
Enterprises Evaluated Through the DevOps Maturity Model
Companies such as Tencent, Qunar, Xiangdao Mobility, Baoxin Software, Huarong Technology, Changjie Tong, SoftPower, Beijing Gas, and HaiFa BaoCheng (formerly COSCO Shipping Leasing) have completed DevOps capability maturity assessments, totaling 11 projects.
Other industry enterprises and project counts (as of July 28, 2022): The numbers reflect projects/modules evaluated against continuous delivery level 3/2+, technical operation level 2/2+, security and risk level 2/1+, and system/tool assessments. The statistics include subsidiaries.
Continuous Delivery (Standard 3) Overview
Baoxin Software – Baowu Industry Chain Data Collaboration Platform
Baoxin Software participated in the assessment with the China Baowu Ecosystem Technology Platform (ePlat), supporting Baowu's smart steel ecosystem transformation. The platform enables open sharing, collaborative connections, agile intelligence, and iterative innovation, breaking data silos and achieving digital operation internally while offering platform‑based services externally.
After assessment, delivery frequency increased from one release per six months to an average of 4.87 releases per month per application, with 100% automated interface test coverage, over 85% unit test coverage, and a 97% automated deployment success rate.
Huarong Technology – Business Evaluation System 2.0
The Business Evaluation System 2.0 project supports non‑performing asset acquisition pricing, integrating requirement, project, release, and statistical management. It streamlines the entire evaluation workflow online, clarifies responsibilities, standardizes processes, and provides high‑quality, efficient technological support for business risk control.
Post‑assessment impacts include process and制度 optimization, integration of DevOps best practices with existing management, and significant improvements in demand, environment, configuration, CI, automated testing, deployment, and measurement capabilities, thereby boosting development efficiency and value delivery.
The team also cultivated internal engineering and agile coaches, embedding DevOps culture for future promotion.
SoftPower – iPaaS Technology Platform
SoftPower’s iPaaS platform provides enterprise‑level rapid application development, built on cloud‑native architecture with a sustainable front‑ and back‑end framework, reusable components, and services, enabling developers to focus on business scenarios for fast R&D and delivery.

HaiFa BaoCheng – JingYuanBao Management Platform
The project serves insurance‑related supply chain finance, requiring high timeliness and user experience. By leveraging DevOps practices, it built an integrated R&D‑operations tool, breaking the boundary between development and operations, laying a solid foundation for project goals.

Changjie Tong, a member of Yonyou, provides a platform for small enterprises offering socialized, personalized, service‑oriented, and lightweight business management support. By leveraging SaaS and high‑frequency client interaction, the platform meets diverse cloud service needs of small businesses, driving efficiency and growth.
DevOps Capability Maturity Model Overview
The "R&D‑Operations Integration (DevOps) Capability Maturity Model" series, jointly developed by CAICT, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, BATJ, and leading finance, telecom, and internet enterprises, is the first comprehensive DevOps standard in China and globally. It has been released by the Ministry of Industry and Information Technology and adopted by many leading firms.
The assessment framework covers agile development management, continuous delivery, technical operation, application design, security and risk management, and system/tool evaluation.
