Quark and NetEase CC Platforms Fined for Violating Network Ecology and Content Safety Regulations

Recently, the China Internet Information Office announced that the Quark platform and NetEase CC live‑streaming platform were found to be damaging the network ecosystem. The authorities instructed the Guangdong provincial internet regulator to interview the platform heads, imposing a 500,000‑yuan fine on Quark and ordering NetEase CC to halt updates to its "dance" section for seven days, while demanding immediate, thorough remediation and accountability for responsible personnel.
Investigations revealed that Quark failed to comply with management requirements, displaying large amounts of pornographic search results and recommending vulgar keywords, violating the Cybersecurity Law and related regulations, and exposing serious flaws in its content safety review system.
NetEase CC was found to have multiple streamers engaging in vulgar or borderline pornographic behavior, with the platform neglecting to rectify these issues and prominently featuring such content in its entertainment and dance sections, constituting severe violations of network content regulations.
The regulators emphasized continued focus on illegal activities that harm the network ecosystem, urging platforms to fulfill their primary and social responsibilities, improve management systems, and prevent the dissemination of illegal information, thereby safeguarding a clean online environment.
In response, Quark stated it highly values the penalty, accepts it sincerely, and has already implemented comprehensive corrective measures, including blocking offending content. NetEase CC issued a public announcement to launch a thorough cleanup of low‑vulgar live content, urging streamers to adhere to platform guidelines and cooperate in creating a healthy, clean streaming environment.
