Standard Background

BizDevOps (Business Development Operations) integrates IT, operations, and business functions into cross‑functional teams, using unified workflows and low‑threshold platforms to deliver end‑to‑end business value and support continuous digital transformation.

On 27 Nov 2024, the People’s Bank of China and six other regulators released the Action Plan for High‑Quality Digital Finance Development , urging financial institutions to adopt digital technologies across fintech, green finance, inclusive finance, pension finance, and the integration of digital and real economies.

The plan calls for task‑force teams that span technology and business departments, echoing earlier guidance such as the FinTech Development Plan (2022‑2025) and the Guidelines for Digital Transformation of Banking and Insurance .

Chinese BizDevOps Standard

The China DevOps/BizDevOps Status Survey Report (2024) shows that over 80% of organizations are moving toward BizDevOps, highlighting the need for standardized guidance.

Led by the China Academy of Information and Communications Technology (CAICT) and supported by nearly 60 enterprises—including major banks, telecom operators, cloud providers, and technology firms—a BizDevOps management standard titled “R&D‑Operations Integration (DevOps) Capability Maturity Model – Part 9: Business Value Delivery Management (BizDevOps)” was created.

The standard comprises five domains: Business Value Management, Application‑Level Service Development, Business Operations, Personnel & Cultural Transformation, and Platform & Tools.

International Standard

On 8 Sep 2024, TMF released the international BizDevOps standard IG1374 BizDevOps Maturity Model v1.0.0 , also authored by CAICT. It aims to clarify BizDevOps transformation requirements, foster consensus on capability architecture, and promote global collaboration.

The model mirrors the Chinese Part 9, dividing the standard into Business Value Management, Application‑Level Service Development, Business Operations, Personnel & Cultural Transformation, and Platform & Tools.

Assessment Overview

The BizDevOps assessment evaluates the five domains. Project‑level assessment focuses on Business Value Management, Application‑Level Service Development, and Business Operations, offering five maturity levels: Innovation Exploration (Level 1), Strategic Trial (Level 2), Operational Promotion (Level 3), Industry Standard (Level 4), and Continuous Leadership (Level 5).

Platform‑level assessment covers 12 functional modules and over 300 items, graded into three tiers: Innovation Breakthrough (Level 1), Industry Benchmark (Level 2), and Excellence Leadership (Level 3), with Level 3 being the highest.

Project‑level assessment: independent evaluation of the three business‑focused domains, each graded across the five levels.

Platform‑level assessment: each of the 12 modules can be evaluated separately, with overall grading based on the number of satisfied capability items.

Assessment Process

Application → Self‑assessment → Material preparation → Preliminary review → Formal assessment → Assessment report → Report review → Report approval → Certificate issuance.
