DevOps Integration (DevOps)

Capability Maturity Model Overview

The first global DevOps standard, the DevOps Capability Maturity Model , serves as a lighthouse for enterprises seeking successful DevOps transformation. It aggregates best practices, and embedding the standard into tools helps organizations move step by step toward their goals.

The model was led by the China Academy of Information and Communications Technology (CAICT) together with the Cloud Computing Open Source Industry Alliance, Efficient Operations Community, DevOps Era Community, Google, BATJ, Tsinghua University, Nanjing University, and experts from telecom and finance sectors.

The standard has been formally launched by the ITU‑T (UN) and the China Communications Standardization Association (CCSA). Its assessment framework covers agile development management, continuous delivery, technical operations, application design, security and risk management, and systems and tools.

Continuous Delivery Standard Assessment

Continuous delivery is the ability to safely, quickly, and with high quality implement various changes—new features, bug fixes, configuration updates—into production, reflecting a team’s end‑to‑end delivery capability. In 2019, enterprises from state‑owned banks, joint‑stock banks, securities, city commercial banks, internet and telecom sectors passed the assessment.

Technical Operations Standard Assessment

Technical operations management aims to deliver stable, secure, and efficient services centered on business, building industry‑leading capabilities that support continuous development and strategic success. It focuses not only on stability, security, and reliability but also on experience, efficiency, and benefit. In 2019, Beijing Mobile and Huatai Securities were the first enterprises evaluated.

Technical operations graded technical requirements include monitoring management, incident and change management, configuration management, capacity and cost management, high‑availability management, business continuity management, and user‑experience management—seven capability domains with 35 indicators (see diagram).

The “DevOps Capability Maturity Assessment” helps enterprises improve IT efficiency by unifying requirements, development, testing, deployment, and operation, enabling agile development, continuous delivery, and seamless application operation, delivering high‑quality software quickly while maintaining stability.

Assessments follow the principles of fairness, justice, and voluntariness. An expert panel of 3‑5 assessors from CAICT and certified DevOps assessors conducts the evaluation, followed by a review panel composed of experts from already‑assessed enterprises.
