What Do the Latest DevOps and AIOps Maturity Assessments Reveal About Chinese Enterprises?
The recent release of China Academy of Information and Communications Technology's DevOps, AIOps, and Identity Governance maturity model assessment results showcases extensive industry adoption, highlights the impact of standardization and tool empowerment on digital transformation, and provides detailed statistics across banking, securities, insurance, telecom, and other sectors.
Domestic and international large enterprises have demonstrated that standardization and tool empowerment are key to success. The DevOps standards and the DevOps continuous delivery pipeline platform, based on these standards, significantly improve quality and efficiency, enhancing safety, agility, and market competitiveness.
The China Academy of Information and Communications Technology (CAICT) has released the "R&D Operations Integration (DevOps) Capability Maturity Model" series standards, which guide enterprise DevOps implementation. Companies from banking, securities, insurance, telecom, and internet sectors have participated in CAICT assessments, improving related IT capabilities.
On July 18, 2023, CAICT announced the latest assessment results for the DevOps Capability Maturity Model series, the Cloud Computing Intelligent Operations (AIOps) Capability Maturity Model Part 2: System and Tool Technical Requirements, and the Identity Governance Capability Maturity Model Part 2: System and Tool Technical Requirements.

To date, 84 enterprises from various industries have participated in the DevOps Capability Maturity Model assessment, covering six major state-owned banks, joint-stock banks, city commercial banks, internet, securities, insurance, and telecom sectors, with a total of 234 projects.
The "R&D Operations Integration (DevOps) Capability Maturity Model" series standards were jointly developed by CAICT, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, BATJ, and leading internet, financial, and telecom companies, becoming the most comprehensive and authoritative DevOps standards. The standards were released by the Ministry of Industry and Information Technology and adopted by many leading enterprises.
In July 2020, the DevOps standard was formally concluded by the United Nations' ITU‑T, becoming the world’s first international DevOps standard. The DevOps architecture includes processes (agile development management, continuous delivery, technical operation), application design, security and risk management, system and tool, business value management, collaborative development and operation, continuous testing, efficiency measurement, platform engineering, and reliability engineering.
The "Intelligent Operations (AIOps) Capability Maturity Model" series standards were also led by CAICT, involving the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, BATJ, and major financial and telecom enterprises, becoming the first international AIOps standard and approved by ITU‑T SG13.
Currently, the general capability assessment of AIOps (Part 1) is fully open, covering intelligent computing engine, data management, and configuration management. Part 2 (System and Tool Technical Requirements) includes eight modules: anomaly detection, fault prediction, alarm convergence, root cause analysis, fault self‑healing, fault prevention, capacity prediction, and knowledge base construction.
To date, 18 enterprises have passed 33 AIOps system and tool capability assessments, spanning banking, securities, and telecom sectors.
