On May 29, 2024, China’s Central Cyberspace Administration, State Administration for Market Regulation, and Ministry of Industry and Information Technology jointly issued the Information Standard Construction Action Plan (2024‑2027) , emphasizing the promotion of internationalization of information standards, deep participation in ISO, IEC, ITU, and other bodies, and alignment of national and international standards.

The China Academy of Information and Communications Technology (CAICT) launched a synchronized assessment based on both the ITU DevOps international standard and the domestic DevOps standard, upgrading evaluation scope, certificates, and reports to support the plan’s goals.

At the 24th GOPS Global Operations Conference in Shanghai on October 18, 2024, CAICT announced the dual certification results for Changan Automobile’s Digital Base Gaia Platform , which passed the ITU DevOps international assessment and the domestic DevOps Continuous Delivery Level‑3 and System & Tool Excellent‑Level evaluations, demonstrating leading domestic capabilities.

Background on ITU DevOps Standards

The ITU‑DevOps international standard originated from a 2018 project led by CAICT at the ITU‑T conference in Geneva, involving representatives from over 20 countries.

The domestic DevOps standard, Research‑Development‑Operations Integration (DevOps) Capability Maturity Model , was jointly developed by CAICT, the Cloud Computing Open Source Industry Alliance, the Efficient Operations Community, and major internet companies, and has been adopted by many enterprises across finance, telecom, and internet sectors.

Both standards cover agile development management, continuous delivery, technical operations, security, system tools, business value management, collaborative development, continuous testing, performance metrics, platform engineering, and reliability engineering.
