According to research by relevant academic departments, the average continuous delivery capability level of Chinese IT enterprises is 1.8.

Most domestic enterprises are in the growth stage of DevOps continuous delivery, with level 3 considered leading; only a few, such as Tencent, achieve level 4.

In addition, representatives from the Ministry of Industry and Information Technology, Zhejiang Mobile, China Bank Software Center, and the China Academy of Information and Communications Technology attended the certification ceremony.

Among them, China Merchants Bank has four projects that passed the DevOps standard continuous‑delivery level‑3 assessment.

1. DevOps Standard Overview

The world’s first DevOps standard, the "Research‑Operations Integration (DevOps) Capability Maturity Model," was led by the China Academy of Information and Communications Technology under the Ministry of Industry and Information Technology, together with the Cloud Computing Open Source Industry Alliance, Efficient Operations Community, the DevOps Era Community, Google, BATJ, Tsinghua University, Nanjing University, and experts from communications and finance sectors. The standard has been formally listed by the ITU‑T of the United Nations and the China Communications Standardization Association (CCSA).

2. Assessment Introduction

The DevOps standard assessment covers agile development management, continuous delivery, technical operations, application architecture, security and risk management, systems and tools, with the current focus on the continuous delivery aspect of the DevOps process.

About Continuous Delivery Continuous delivery means safely, quickly and with high quality delivering all types of changes (new features, bug fixes, configuration changes, experiments, etc.) to production or end users. The technical requirements for continuous delivery levels include configuration management, build and continuous integration, test management, deployment and release management, environment management, data management, and measurement and feedback, as shown in the diagram below.

3. Evaluation Process and Registration

The "DevOps Capability Maturity Assessment" aims to help enterprises improve IT efficiency by unifying requirements, development, testing, deployment and operations, enabling agile development, continuous delivery and seamless application operation while maintaining stability and rapid delivery of high‑quality software and services.

Assessment experts are typically a team of 3‑5 professionals from the China Academy of Information and Communications Technology and certified DevOps assessors. After the assessment, an expert review panel composed of experienced DevOps professionals from evaluated enterprises conducts the final review.

Second‑batch registration period: from now until 28 February 2019. Evaluation scheduled for March 2019. Results and award ceremony on 12 April 2019.
