Why Engineers Are Flocking to Hangzhou: Insights from the 2018 Talent Flow Report

On July 23, Liepin released the "2018 China Key City Engineer Big Data and Research Report," analyzing net inflow of internet engineering talent from Q1 2017 to Q2 2018. Hangzhou ranked first with a 12.46% inflow rate.

Among engineers moving to Hangzhou, the largest source was Shanghai (23.56%), followed by Beijing (17.21%) and Shenzhen (6.91%), meaning the northern megacities contributed nearly half of the "Hangzhou‑drift" engineers.

The city’s talent attraction extends beyond domestic sources. According to BOSS Zhipin’s "2018 China Returnee Talent Employment Choice Report," Hangzhou’s share of fresh overseas returnees grew by 0.66% in the first half of 2018, the highest nationwide, while Beijing and Shanghai saw declines of 1.28% and 0.26% respectively.

After Beijing’s Xierqi, Shanghai’s Zhangjiang, and Shenzhen’s Nanshan, a new “Hangzhou‑style” engineer cohort is emerging.

Engineers are leaving the traditional first‑tier cities not only because of high housing costs, living expenses, and strict household registration policies, but also because Hangzhou offers higher happiness (a 30.68% happiness index, 10 percentage points above Guangzhou) and comparable incomes despite lower housing prices.

Income is a key factor: while Hangzhou’s housing is far cheaper than that of Beijing, Shanghai, or Shenzhen, its average internet industry salary is on par with those cities. Liepin data shows five cities with average internet salaries above 200,000 CNY, with Hangzhou trailing Beijing by less than 40,000 CNY.

Another driver is the pull of internet giants. The top reason engineers choose Hangzhou is the “Alibaba‑driven internet and technology atmosphere,” voted by 59.66% of respondents. LinkedIn’s "2018 H1 Top 30 Companies Attractive to Returnees" also lists Hangzhou‑based Alibaba, Ant Group, and NetEase, with Alibaba ranking first.

One third of Alibaba’s 36 partners have a technical background, giving technology talent significant influence and growth opportunities, which many engineers cite as a reason for preferring Hangzhou.

Additional benefits include shorter daily commutes: over 67% of Hangzhou engineers spend less than one hour commuting, compared to less than 50% in Beijing, Shanghai, Shenzhen, and Guangzhou, where a notable portion endure 2–2.5 hours.
