Why IBM’s China Research Lab Closed and What It Means for AI in China

As a newly graduated programmer, many of the 80s generation dreamed of joining foreign tech giants such as Microsoft, Google, Oracle, IBM, and HP.

These companies once enjoyed a golden era in China, with their generous benefits and humane management standing out against the later 996 culture of domestic firms.

However, the golden age has faded; recently, IBM’s China Research Lab (IBM CRL) was quietly shut down, marking the end of an era.

IBM, a century‑old industry leader, established its China Research Lab in Beijing in 1995 and later opened a Shanghai branch in 2008. Over a thousand researchers, most holding PhDs or master’s degrees, have worked there, with the lab focusing on four main research areas:

Industry Solutions : Applying cutting‑edge technology to solve complex problems in environmental governance, energy, logistics, healthcare, finance, and other sectors, often with long‑term research cycles.

Cognitive Computing : Notably the 2011 creation of Watson, a natural‑language question‑answering system that famously defeated champions on the TV quiz show Jeopardy!.

Compute as a Service : Research on IoT cloud computing, cloud infrastructure, and Platform‑as‑a‑Service (PaaS) development.

Internet of Things : Advances in high‑performance wireless IoT communication, large‑scale IoT data‑processing middleware, and the 2014 proposal of the IoT 3.0 concept.

IBM’s legacy also includes historic AI milestones: in 1997 its Deep Blue computer defeated chess champion Garry Kasparov, a breakthrough that foreshadowed later AI successes such as AlphaGo. Watson, built on the Deep Blue foundation, now serves finance, insurance, social‑media analysis, chronic disease management, and cross‑industry call‑center services.

Despite these achievements, IBM has faced ten consecutive quarters of revenue decline, signaling the waning of foreign tech giants in China. Other notable exits include Yahoo’s Beijing R&D center in 2015, Amazon’s withdrawal in 2019, and Oracle’s closure of its Chinese research center after cloud‑computing pressures.

Domestic giants like BAT and Huawei, combined with the pervasive 996 work culture, have further eroded the appeal of foreign firms.

Ultimately, the closure of IBM CRL reflects an inevitable shift in China’s tech landscape, prompting reflection on past ambitions and future directions.
