Why Pavel Durov’s Telegram Remains a Hotspot for Privacy and Controversy

On August 24, 2024, Pavel Durov, the founder of the encrypted messaging app Telegram, was arrested at a Paris‑area airport and detained by French authorities for allegedly failing to cooperate with investigations into online and financial crimes on Telegram.

Durov, a Russian programmer and billionaire, is also the creator of VKontakte (VK), Russia’s leading social network, and is known for his libertarian views, vegan lifestyle, and multiple citizenships.

Early Life and VKontakte

Born on October 10, 1984, in the former Soviet Union, Durov showed exceptional talent in mathematics and programming from a young age. While studying at university, he launched the popular forum spbgu.ru. In 2006, together with his brother Nikolai and a group of award‑winning programmers, he founded VKontakte. Within two years, VK reached 10 million users and eventually surpassed competitors to become Russia’s most popular social network, valued at $3 billion.

In 2014, Durov was removed as CEO by the VK board, after which he and his brother obtained Saint Kitts and Nevis citizenship and left Russia.

Creation and Features of Telegram

Telegram was launched in 2013 by the Durov brothers and is now headquartered in Dubai, boasting over 950 million active users. The platform is praised for its strong privacy protections, including end‑to‑end encrypted “secret” chats that are invisible to Telegram’s servers, as well as encrypted video calls. Non‑secret chats, however, are not end‑to‑end encrypted.

Telegram supports massive public “channels” and groups of up to 200 000 members, far exceeding the limits of competitors such as WhatsApp. This scale has raised concerns about the rapid spread of misinformation.

The app is widely used in Russia, Ukraine, and France, including by some French government officials. It has also been adopted by extremist groups, leading organizations such as the ADL to label Telegram a “haven for white supremacists.” In response to terrorist activity linked to ISIS, Durov announced the removal of ISIS‑related public channels.

During the Russia‑Ukraine war, Telegram has become a crucial platform for both sides to share analysis and video content, with pro‑Moscow “Z‑bloggers” wielding significant influence.

Personal Life and Controversies

Durov holds citizenships from Russia, France, Saint Kitts and Nevis, and the United Arab Emirates. He publicly identifies as a vegan and libertarian and has never married. In July 2023, he revealed that over the past 15 years he has donated sperm in more than ten countries, becoming the biological father of hundreds of children, which he describes as a civic duty.

His wealth has grown dramatically, placing him among Forbes Russia’s top 200 richest people, with an estimated net worth of $17.2 billion in 2024.
