Why Serverless Is Accelerating in China: Trends, Challenges, and Tencent Cloud’s 1 ms Billing Breakthrough

At the inaugural ServerlessDays China conference on June 19, Yunong Xiao, General Manager of Tencent Cloud Serverless, reported a ten‑fold annual increase in user scale, product downloads, and invocations over the past three years, with developer numbers surpassing hundreds of thousands and many Chinese enterprises adopting an "All‑in Serverless" strategy.

Serverless is positioned as the third‑generation universal computing platform after virtual machines and containers, offering low cost, low failure risk, high scalability, and short delivery cycles. It abstracts infrastructure concerns—such as elastic deployment and auto‑scaling—allowing developers to focus on business logic. However, real‑world adoption still faces three major hurdles: lack of business‑scenario‑specific solutions, immature development tools that degrade developer experience, and high operational costs.

To address these challenges, Tencent Cloud is advancing the Serverless ecosystem and community. It has introduced the globally popular Serverless Framework to China, aligning the local ecosystem with international standards. The framework boasts over 35,000 GitHub stars, ranks in the global top‑50, and reports more than 40,000 installations and over 1,000,000 monthly active users, with 12 million downloads in 2019 and a 240 % growth rate. The official Chinese version of the framework has been released.

In addition, Tencent Cloud launched the TCB (Tencent Cloud Base) product for WeChat Mini‑Program cloud development, enabling Mini‑Program developers to concentrate on business features without managing underlying infrastructure, thereby improving development efficiency and iteration speed.

The company also operates China’s first Serverless‑focused technical community, providing best‑practice guides, user case studies, webinars, and offline events to foster knowledge sharing among Serverless enthusiasts.

Yunong Xiao identified three primary challenges for Serverless adoption: absence of business‑scenario solutions, inadequate developer tooling, and excessive cost. Tencent Cloud’s response includes building a full‑stack Serverless capability set, delivering scenario‑specific solutions for audio‑video transcoding, IoT event response, and Mini‑Program development, and improving the developer lifecycle—from coding and debugging to unit and integration testing—to enhance usability and efficiency.

A notable technical advancement is Tencent Cloud’s industry‑first 1 millisecond billing granularity. While most Serverless providers bill in 100 ms increments, many workloads run shorter than that. The 1 ms model reduces waste and lowers costs by up to a hundredfold for short‑duration functions.

Adoption is accelerating: numerous leading enterprises have migrated to Serverless on Tencent Cloud, achieving significant reductions in operational expenses, automatic scaling, and faster product iteration. The platform’s capabilities have also earned external validation; Forrester’s "The Forrester New Wave™: Function‑as‑a‑Service Platforms, Q1 2020" report placed Tencent Cloud FaaS among the global top three, marking it as the only Chinese vendor in that tier and labeling it a "Strong Performer."
