Why Windows 11 Now Forces a Microsoft Account During Setup

Microsoft has confirmed that Windows 11 consumer editions (including Home and Pro) no longer allow skipping the sign‑in step during the out‑of‑box experience (OOBE); all users must create and log in with a Microsoft online account to continue installation, otherwise they cannot reach the desktop.

All previously known bypass methods and commands have been disabled , especially in the latest Windows 11 Beta Build 26120.6772 and Dev Build 26220.6772, where the localonly command was also removed.

Microsoft’s explanation : OOBE no longer supports local accounts because without a Microsoft account the device cannot complete full configuration; users must be online and logged in to ensure proper setup.

These mechanisms, originally used to bypass Microsoft account setup, can also unintentionally skip critical configuration screens, potentially leaving the device incompletely configured.

During OOBE, Microsoft prompts users to enable various services such as Microsoft 365, OneDrive, and Windows Backup, all of which require a Microsoft account for full functionality.

After reaching the desktop, using an online account versus a local account makes little practical difference; a local account can still be created after logging in, but Microsoft recommends staying signed in with an online account for a better experience.
