2024‑2027 Information Standard Construction Action Plan

On May 29, 2024, the Central Cyberspace Administration, the State Administration for Market Regulation, and the Ministry of Industry and Information Technology jointly issued the Information Standard Construction Action Plan (2024‑2027), emphasizing the internationalization of information standards, deeper participation in ISO, IEC, and ITU, and the alignment of domestic and international standards.

ITU DevOps International Standard

The China Academy of Information and Communications Technology (CAICT) launched a synchronized assessment based on the ITU DevOps international standard and the domestic DevOps standard, achieving mutual recognition of standards and upgrading assessment scope, certificates, and reports.

In July 2018, at the ITU‑T plenary in Geneva, CAICT led the successful establishment of the DevOps international standard project, with over 90 representatives from more than 20 countries participating.

AI+DevOps International Standard

In July 2020, the ITU‑T standard Y.3525 “Cloud computing – Requirements for cloud service development and operation management” was approved, defining 12 technical requirements that cover the entire research‑development‑operations lifecycle.

Since 2021, CAICT has driven the AI+DevOps international standard, which was formally released. In December 2023, ITU‑T Y.3550 introduced AI capabilities to enhance the four main stages of the software lifecycle—coding, testing, deployment, and operation—thereby improving efficiency.

DevOps Capability Maturity Model Assessment

From June 2024, enterprises can apply for the DevOps capability maturity model assessment together with the international standard assessment. By April 2025, more than 30 companies had passed the ITU DevOps international standard evaluation.

BizDevOps Standard System

In November 2024, the People’s Bank of China and six other ministries issued the “Action Plan for High‑Quality Digital Finance Development,” calling for task‑force teams that integrate business and technology to improve agile response capabilities.

CAICT’s new BizDevOps standard system builds on XOps standards (DevOps, DevSecOps, FinOps) to create an end‑to‑end business value creation process, from business goal definition to demand, implementation, service launch, and continuous value delivery through technical and business operations.

The organizational‑level BizDevOps capability is structured using a point‑line‑plane‑body model, progressing from generic capabilities to implementation capabilities across single and integrated technology domains.
