The operation, initiated in 2025, targets the “network storage + distribution” sector to strengthen copyright protection for films and TV series, curb illegal distribution, and combat piracy.
According to an industry association, piracy in the long‑series segment alone causes annual losses exceeding 200 billion RMB.
Beyond pure copyright concerns, the spread of unapproved foreign dramas is viewed as a threat to mainstream social values, youth development, and national cultural security. 部分未经审批的境外剧集夹带特定偏见,通过历史虚无主义或负面叙事,对用户进行潜移默化的认知渗透。比如,奈飞《三体》曲解中国历史、韩剧《暴风圈》丑化中国形象,通过网盘无障碍传播。
针对上述问题,与会专家一致呼吁,要“拿出治理黄色网站那样的同等决心、力度与标准”,从严压实网盘、浏览器等平台的主体责任,坚持“零容忍、全链条、同责同罚”。
这预示着整个网盘行业都将进入一个更严格的合规时代。其他平台也必将跟进,最终可能导致所有主流网盘在内容审查上趋于一致。
而这一事件也让许多用户意识到,存储在公有云网盘中的数据,其生杀大权并不完全掌握在自己手中,平台出于合规要求有权删除用户文件。这在一定程度上推动了部分用户对NAS等私有存储设备的关注。

毋庸置疑,网盘行业已然告别了那个野蛮生长的“资源时代”。未来唯有合规经营才是其唯一出路。平台必须承担起内容审核的主体重任,投入更多的成本,以构建起强大的技术审核系统。
