DevOps Technical Operations Assessment

During the event, the Institute released the fifth batch of DevOps technical operations assessment results. Guotai Junan Securities (referred to as "Guotai Junan") participated with the "Third‑Party Transaction Access Gateway System" project, which successfully passed the Institute's "R&D Operations Integrated (DevOps) Capability Maturity Model" level 2+ assessment.

Guotai Junan became the first securities firm to achieve the DevOps technical operations level 2+ for a trading‑system‑related software platform.

Q: How do you evaluate the assessment? Zeng Hongxiang, General Manager of Guotai Junan Data Center, explained that under the "three‑year‑three‑step" strategic path, the company launched a comprehensive digital transformation in 2021, focusing on growth, efficiency, experience, and security, and released a "Group Comprehensive Digital Transformation Overall Plan" that introduced the "SMART Investment Bank" vision.

Chief Information Officer Yu Feng emphasized that digital transformation must integrate technology, data, processes, and organization, combining top‑down customer‑centric initiatives with bottom‑up technology enablement.

Data Center leaders highlighted the development of an intelligent operations management system based on big data, algorithms, and a middle‑platform architecture, enabling unified data collection, processing, analysis, and visualization.

The assessment revealed strengths in CMDB, monitoring, and capacity management, while identifying gaps in cost and incident management, which were addressed through targeted improvements.

Project Details

The "Third‑Party Transaction Access Gateway System" is a core middle‑service platform that unifies account, trade, custody, settlement, and operation services, providing a standardized, end‑to‑end solution for institutional clients. It supports spot, margin, and options trading, offers seamless switching between multiple trading desks, and implements centralized access control.

Key improvement points after the assessment included:

Cost management: introduced a cost model covering infrastructure, power, network, software, and operations, linking capacity data with cost data for dynamic scaling recommendations.

Integration of emergency command system with ITSM to streamline incident response and pre‑plan management.

Full‑link monitoring with drill‑down capabilities, allowing per‑transaction traceability and resource‑usage correlation for faster troubleshooting.

Future Plans

Guotai Junan plans to extend the DevOps level‑2+ standards to other critical systems, deepen the intelligent operations platform, and continue developing new functions to support the "Digital Sovereign" and "Open Securities" strategies.

The "R&D Operations Integrated (DevOps) Capability Maturity Model" was jointly developed by the China Information Communication Research Institute, cloud computing open‑source alliances, leading internet companies, and major financial and telecom enterprises. It is the most comprehensive and authoritative DevOps standard in China, recognized by the Ministry of Industry and Information Technology and adopted by many enterprises across finance, telecom, and internet sectors.

The standard covers agile development management, continuous delivery, technical operations, application design, security and risk management, and system/tool evaluation.
